R2 feel fairly historical authentic while RR can be quite. R2 mostly have the same settlement system as Warhammer but building tend to have negative effect (eg garrison will lower happiness) so it's more about trade-off. You can build everything but can only queue up one building at a time so it's about priority. and settlement have unlimited building slot. RR does not have minor settlements - so no province system. Troops have to be manually retrained, costing money in a settlement with the building to recruit them. Want something defended? buy some troops and manually put them there. RR allow units to move independent on the map instead of being tied to a general. It's Rome Remaster (RR) that have visible differences. Rome 2 (R2) is fairly close to Warhammer and modern TWs in term of overall design, so you will probably feel fairly familiar with it. Either way I don’t think you can go wrong on either game. Rome Remastered was originally made in 2004 and in some ways it’ll show its age, but it still holds up quite well I think. As a side note, price can be a factor as Rome 2 does typically stay reasonably pricey, so I’d wait for a sale on that as it goes on sale for a very good amount. If you feel fine with some systems feeling sort of outdated (but still very fun) I would recommend Rome Remastered. If you want something that feels similar to Warhammer 3 in core aspects I’d go for Rome 2. Overall they are both great games that I would recommend. Battles would feel kinda similar as the core systems of battles are reasonably consistent across most total war games (in my opinion) but may feel a bit outdated/janky with the controls a little bit. Economy is based on buildings and population and it does fluctuate depending on population size (which is an actual number) and what buildings you have (and other things). Armies can however be moved in any size you wish, do not need a general/family member to lead them. Recruiting armies can be done at any city with the right buildings, but instead of going to an army they are mustered at the city itself. Diplomacy must be done by recruiting diplomats and sending them to other factions, settlements are their own city with no other region connecting them, the cities can build everything in them which can be great if wanting to build tall. Rome remastered is basically an entirely different game, not really a huge amount of similarities to Rome 2, in terms of base gameplay. There are also a hell of a lot of dlc’s available but not overly required, the base game offers a good variety of cultures to choose from. Armies act much like Warhammer 3 in that they are led by a general and they require from that army and cannot be split. Large downside to battles I’d say personally is that auto resolve can tell you the victory conditions and percentage of troops that will stay alive which can make auto resolve feel like the main option (though I imagine there are mods to remove/alter that). Battles are very fun, good range of units that offer good variety. Each faction has its own tech trees that are based on the culture (race for Warhammer), economy is pretty similar in that it’s largely generated from static buildings. Rome 2 would be the game that would probably feel familiar in some ways to Warhammer 3: same settlement layout (building slots, usually a major and 2 minor settlements per province), diplomacy is the basic version of Warhammer 2 if you’re familiar with that system.
